Dr. Mikhail Miklyaev is an economist specializing in public investment management, infrastructure policy, and cost–benefit analysis. He serves as Program Director for the Program on Investment Appraisal and Risk Analysis (PIAR) at Queen’s University’s John Deutsch International Executive Programs, where he leads the delivery of advanced professional training for public officials and development practitioners worldwide.

Dr. Miklyaev’s work focuses on improving evidence-based decision-making in public investment and on integrating digital tools into project appraisal and evaluation. He has extensive international experience advising governments and development institutions across Africa, Caribbeans, Eastern Europe, and Central Asia.

At Queen’s University, Dr. Miklyaev contributes to graduate and executive education in applied economics and cost benefit analysis.
