
Glenn Jenkins is the director of the John Deutsch International Program on Investment Appraisal and Risk Analysis (PIAR). Prior to his appointment at Queen's University, he taught at Harvard University from 1972-2000, where he continues to be an Institute Fellow Emeritus. In 1985, Mr. Jenkins founded the Program on Investment Appraisal and Management at the Harvard Institute for International Development (HIID) and served as its Director until 2000. He was also the Director of the International Tax Program at Harvard Law School from 1989 to 1998.
His main fields of research are public finance, investment appraisal, and economic development. From 1981 to 1984, while on leave from Harvard, he served as the Assistant Deputy Minister of Tax Policy and Legislation in the Department of Finance for the Government of Canada. Mr. Jenkins has also served as an economic consultant to numerous governments and international financial institutions. These include the governments of Argentina, Belize, Bolivia, Chile, Canada, Dominican Republic, Ghana, Haiti, India, Indonesia, Kenya, Kyrgyzstan, Malaysia, Nepal, Philippines, Sri Lanka, South Africa, Uganda, United States and Zimbabwe as well as institutions such as the World Bank, Asian Development Bank, African Development Bank, Inter-American Development Bank, and the Ford Foundation.
He earned his first degree, a B.Comm. in Economics, from Carleton University in Ottawa. He later completed an M.A. in Economics from the University of Western Ontario, followed by an M.A. and a Ph.D. in Economics from the University of Chicago.
